A graduate of the University of Texas at Austin, with a Master's Degree from the University of Texas at San Antonio, Carlos received his CPA certification in 1979. Carlos is an active member of various civic organizations including the Valley Zoological Society (Gladys Porter Zoo) , Valley Zoological Endowment, Brownsville Economic Development Council, Historic Brownsville Museum and Brownsville Chamber of Commerce.
