A former mayor of Brownsville (1987-1991), Nacho joined Long Chilton in 1975 and received his CPA certification in 1977. A graduate of St. Edward's University in Austin, Nacho is a frequent speaker on the local economy and is active in various professional and civic organizations. In 1994, he was appointed by President Bill Clinton to be a member of the Border Environmental Cooperation Commission, a Binational Commission created by the environmental side accords of NAFTA. He has previously served as Chairman of the Texas Parks and Wildlife, an appointment made by Governor Ann Richards.
